CLA · On the Record
Dean Miller
Role at the time: Reform UK councillor for St Paul’s Cray, London Borough of Bromley
Role now: Independent councillor for St Paul’s Cray
“all the ethnic f****** kids … they're all f****** black, and they're like f****** animals”
What was said
In June 2026, while campaigning in the Makerfield parliamentary by-election, Miller was secretly recorded by ITV Exposure saying: “We've been ethnically cleansed out of London.” He said Bromley once had no Black residents but now had “massive Nigerian communities”.
In a separate conversation about reported vandalism by local children, Miller said: “all the ethnic f****** kids, they're not white, they're all f****** black, and they're like f****** animals.”
Miller also claimed King Charles was secretly Muslim and said: “I think that's f****** traitorous. Cut the c***'s head off, sorry.”
Context and response
ITV reported that Miller said he was heavily medicated at the time because of a chronic pain condition and had resigned from Reform UK. He now sits as an Independent councillor. Bromley Council’s official election result records his election in St Paul’s Cray for Reform UK in May 2026.
On 19 October 2026, the Conservative, Labour and Liberal Democrat groups on Bromley Council called on Miller to resign his council seat. These were political calls for resignation, not a council standards finding. Miller was contacted for comment; no further response from him was reported in the source reviewed by CLA.
Reform UK told ITV that investigations had begun where members, activists and councillors had behaved inappropriately, that some people had been suspended and that due process must be followed. The party did not identify which individuals were under investigation.
On 15 October 2026, Nigel Farage said it was not possible to vet what people might say “especially if they’re provoked in conversation”, said Reform dealt appropriately with people “saying and doing bad things”, and claimed the investigation reflected the establishment wanting Reform “out of the picture”.

Evidence status
Directly recorded and attributed by ITV Exposure. ITV published the quotations and described the date and campaign circumstances. The full unedited recordings were not publicly available in the source reviewed by CLA.
Party and legal status
On 15 October 2026, Reform UK said everyone filmed by ITV was under investigation and had either resigned or been suspended. Miller had already resigned from Reform UK and now sits as an Independent; the party did not report a completed disciplinary outcome for him. The later cross-party calls for him to resign his council seat are political responses. Neither they nor Reform’s internal process are an administrative finding, criminal charge or conviction.
CLA found no reported criminal charge, conviction, court judgment or final council standards finding concerning these recorded statements as of this review.
